Çalışmamızın amacı, insanın doğasına uygun ve onuruna yakışır bir hayat sürmesini temin eden insan haklarının Türkiye'deki durumunun Türkiye'nin üyesi olmak için yıllardır uğraş verdiği ve topluluk olarak da bir standarda sahip olan AB'nin düzenli ilerleme raporları kapsamında tespit edilmesidir. AB düzenli raporlar her yıl yayımlanmakla birçok fasılda birden fazla hususu ele almakla insan hakları konusu da bu raporlarda sürekli ve düzenli olarak yerini almıştır. Bu çerçevede, bu tezin araştırma tasarımı, Avrupa Birliği İlerleme Raporları metinleri bağlamında bu konuların incelenmesine dair yapılmıştır. 1998-2024 yılları arasında yayımlanan raporlar, 'niteliksel içerik analizi' yöntemi ile incelenmektedir. Türkiye'nin insan haklarına dair durumunun Avrupa Komisyonu tarafından hazırlanan raporlar üzerinden incelenerek AB müktesebatı ve standardı karşısındaki durumunun ortaya konulması hedeflenen çalışmada bu alandaki mevcut durum tespit edilmiş olacaktır.
The aim of our study is to determine the status of human rights in Turkey, which ensure that a person lives a life befitting his nature and dignity, within the scope of the regular progress reports of the EU, which Turkey has been trying to become a member of for years and which also has a standard as a community. EU regular reports are published every year and address more than one issue in many chapters, and the issue of human rights has also taken its place in these reports continuously and regularly. In this context, the research design of this thesis was made to examine these issues in the context of the European Union Progress Reports texts. The reports published between 1998 and 2024 are examined with the 'qualitative content analysis' method. The study, which aims to examine Turkey's situation regarding human rights through reports prepared by the European Commission and to reveal its situation against the EU acquis and standards, will determine the current situation in this area.
