Türkiye ile Kazakistan'ın hükümet sistemlerinin karşılaştırılması kapsamında yapılan bu çalışma dört ana bölümden oluşmaktadır. Bu bağlamda tezin ilk bölümünde "hükümet sistemi" kavramının çerçevesi çizilmiş ve bu sistemlerin şayet bir ayrıma tutulduğu biliniyorsa bu ayrımın unsurları nelerdir ve nasıl kavramsallaştırılmıştır, konuları ele alınmıştır. Çalışmanın ikinci bölümünde Türkiye Cumhuriyeti'nin hükümet sistemi başlığı altında, Türkiye'deki 1921'den 1982 Anayasasına kadar hükümet sistemleri ele alınmıştır. Çalışmanın üçüncü bölümünde ise Kazakistan'ın hükümet sistemi başlığı altında, bağımsız bir devlet olarak Kazakistan'ın oluşumu, bağımsız Kazakistan'ın siyasi gelişimi ve 1995 Kazakistan Anayasası'na göre hükümet sistemi incelenmiştir. Son bölümde ise Türkiye ve Kazakistan hükümet sistemlerinin karşılaştırılması başlığı altında, hükümet sistemlerinin unsurları açısından karşılaştırmaları içerirken, bu iki devletin hükümet sistemlerinin karşılıklı olarak avantaj-dezavantajları ele alınmıştır.
This study, which is conducted within the scope of comparing the systems of government of Turkey and Kazakhstan, consists of four main chapters. In this context, in the first part of the thesis, the concept of "system of government" is framed and if it is known that these systems are distinguished, what are the elements of this distinction and how they are conceptualized are discussed. In the second part of the study, under the title of the government system of the Republic of Turkey, the government systems in Turkey from 1921 to the 1982 Constitution are discussed. In the third part of the study, under the title of Kazakhstan's government system, the formation of Kazakhstan as an independent state, the political development of independent Kazakhstan and the government system according to the 1995 Constitution of Kazakhstan are analyzed. In the last section, under the title of the comparison of the government systems of Turkey and Kazakhstan, the mutual advantages and disadvantages of the government systems of these two states are discussed while including comparisons in terms of the elements of the government systems.
