Bu çalışmanın hazırlanmasındaki amaç, Vakıflar Genel Müdürlüğü Arşivi'nde muhafaza edilen 1197 Numaralı Rumeli Hurûfât Defteri'nin tahlil ve transkripsiyonunun yapılarak bilim dünyasına tanıtılmasıdır. Osmanlı Devleti, kendisinden önceki Türk-İslam devletlerinden devraldığı mirasla kurulan ve kurumsallaşan bir devlettir. Osmanlı Devleti, devraldığı bu mirasla, zamanla geniş bir coğrafyaya yayılmış ve döneminin en güçlü devletlerinden biri haline dönüşmüştür. Bu büyümeye paralel olarak da kurumlarını ihdas etmiş ve hakim olduğu coğrafyaya kendi izlerini bırakmıştır. Osmanlı Devleti, kurulduğu yıllardan itibaren vakıf kurumuna önem vermiş ve yayıldığı coğrafyada iktisadi, içtimai ve kütürel alanda vakıf kurumları inşa etmiştir. İmparatorluğun büyümesine paralel olarak kurduğu vakıfların ve bu vakıflardan istifade eden insanların sayısı artmıştır. Hurufat Defterleri; vakıf kayıtlarının tutulduğu defter serilerinden olup, Osmanlı vakıf geleneğinin ve teşkilatının anlaşılması açısından önemli bir kaynak grubunu oluşturmaktadır. Bu çalışmaya konu olan defter; XVI. yüzyıl Osmanlı İstanbul'u ve Rumeli'sindeki vakıfları ve bu kurumların işleyişini, yapılan atamaları, görevlilerin isimleri ile aldıkları ücretleri, görev değişikliklerini ve zaman içerisindeki gösterdiği gelişim ve değişimi bize sunmaktadır.
The purpose of the preparation of this study is to analyze and transcribe the Rumeli Hurûfât Notebook, numbered 1197, which is preserved in the Archives of the General Directorate of Foundations, and introduce it to the scientific world. The Ottoman Empire is a state that was established and institutionalized with the legacy it inherited from the Turkish-Islamic states before it. With this inheritance, the Ottoman Empire spread over a wide geography over time and became one of the most powerful states of its time. Parallel to this growth, it established its institutions and left its traces on the geography it dominates. The Ottoman Empire has given importance to the foundation institution since its establishment and has built foundation institutions in the economic, social and cultural fields in the geography where it has spread. Parallel to the growth of the empire, the number of foundations he established and the people who benefited from these foundations increased. Hurufat Notebooks; It is one of the series of notebooks in which foundation records are kept and constitutes an important source group in terms of understanding the Ottoman foundation tradition and organization. The notebook that is the subject of this study; XVI. century Ottoman Istanbul and Rumelia and the functioning of these institutions, the appointments, the names of the officials and the wages they received, the changes in duties and the development and change over time.
