Tarihsel süreç içerisinde dünyada birçok salgın hastalıklar yaşanmıştır. Yaşanan bu salgın hastalıklar, başta insan sağlığı olmak üzere toplumu birçok alanda tehdit etmiş, maddi ve manevi birçok zararlara uğratmıştır. İnsanlığı, sinsi bir şekilde tehdit eden, gizli bir düşman olarak nitelendirebileceğimiz salgın hastalıklara karşı ülke yönetimleri, tüm birimleriyle bir seferberlik içerisinde olmuşlardır. Hepimiz, COVID-19 Pandemi sürecinde her alanda ciddi mücadeleler verildiğinin canlı şahitleriyiz. Bu tezimizde, ülkemizde geçmişten günümüze kadar yaşanan ve toplumu başta eğitim, ekonomi ve sağlık alanları olmak üzere her alanda olumsuz etkileyen salgın hastalıkların etkisi, COVID-19 pandemisi özelinde değerlendirerek geçmişten günümüze politik aktörler tarafından ortaya konulan milli eğitim politikaları ve eğitim sistemi kapsamında yapılan değişiklikleri, bu değişikliklerin etkileri ortaya konulmaya çalışılmıştır. Milli Eğitim Bakanlığı, uygulamaya çalıştığı politikalarla geçmişte de olduğu gibi kalkınma planları, Milli Eğitim Şura Kararlarının yanında Sağlık Bakanlığı ve Bilim Kurulu'nun almış olduğu kararlar doğrultusunda eğitim ve öğretim faaliyetlerinin sürdürülebilir olmasını sağlamaya çalışmıştır. Uygulanan tüm politikalar karşısında ortaya çıkan sorunlar tüm yönleriyle ele alınmaya çalışılmıştır.
Throughout the history, many epidemics have occurred in the world. These epidemic diseases have become a threat to the society in many areas, especially for human health. We clearly witness in this COVID-19 pandemic process that the countrys' administrations are struggling in every field in a mobilization with all of their units against epidemics that can be described as a secret enemy and insidiously threaten humanbeings. In this study, we evaluate the effects of epidemic diseases, specific to Covid-19 pandemic, that have been experienced in our country from the past to the present and affect the society negatively in all areas, especially in the fields of education, economy and health, and it is aimed to reveal the changes made within the scope of the education system in the national education policies put forward by the political actors from the past to the present and the effects of these changes. We may say that the Ministry of National Education, which is seen as the main actor that produces and implements policy in the COVID-19 pandemic, has demonstrated a thriving performance with its struggles and measures against the pandemic. The Ministry has struggled to ensure that education and training facilities are sustainable in line with the development plans, the National Education Council Decisions, the decisions taken by the Ministry of Health and the Science Committee. It has been attempted to deal with all aspects of the problems that arise as a result of all applied policies.
