Dünyada ve ülkemizde bugüne kadar yaşanan afetler ve ortaya çıkan acil durumlardan edinilen tecrübeler, her sektörün kendi alanına dair tehlike ve riskleri belirleyerek, yaşanacak olumsuz durumlara hazırlıklı olunması gerektiğini göstermektedir. Afetler ani gelişen olaylar olduğu için sürekli hazırlıklı olmak gerekir. Bu yüzden afetler sonucunda can kaybının ve sakatlanmaların en az seviyeye indirilmesi ve afetlerden mümkün olduğunca az kayıpla çıkılabilmesi ve kısa sürede normal hayata dönülebilmesi için etkili bir acil yardım organizasyonuna ihtiyaç vardır. Bu çalışma kapsamında Japonya, Rusya, Şili, Yeni Zelanda ve Türkiye'nin "afetlerde acil yardım" alanında yaptığı çalışmalar incelenmiştir. Bu ülkeler ile Türkiye arasındaki farklar ortaya konulmaya çalışılmıştır. Daha sonra Türkiye'de yerel düzeydeki acil yardım planları ve çalışmalarının nasıl yürütüldüğü, Batman ili örneği üzerinden mevcut durum irdelemesi yapılarak, olası aksayan durumlar için öneriler getirilmeye çalışılmıştır.
